However, the speech delivered by Jerzy Buzek, President of European Parliament, darkens perspective of the proposal.

When addressing the summit on the same day, Buzek said the EEAS proposal was "unacceptable" because the political accountability of the service to the parliament is not addressed in the proposal.

"We are in a situation of co-decision, since the parliament has to give its approval on financing and staffing," said the president.

In terms of staff, Buzek "strongly" hoped that a genuine geographic balance would be maintained, again demanding that special representatives and ambassadors to sensitive or senior posts, for example, Washington, Moscow and Beijing, go in front of Foreign Affair Committee of the parliament prior to taking up their posts.
