TOKYO, Nov. 17 (Xinhua) -- Governor-elect Takeshi Onaga of Japan's southernmost prefecture of Okinawa vowed Monday to block the U.S. key Futenma airbase relocation plan agreed by the United States and the Japanese central government.

"I will seek to rescind the approval for landfill. I'm determined to exercise my authority as governor," Onada was quoted as saying by Japan's Kyodo News.

Onaga secured 360,820 votes in Sunday's gubernatorial election and beat two-term incumbent Governor Hirokazu Nakaima, who gained back from the ruling Liberal Democratic Party (LDP) and got 261, 076 votes.

Onaga's victory is widely considered as a setback for Prime Minister Shinzo Abe's policy toward the island prefecture that holds about 74 percent of U.S. military bases in Japan.

Nakaima in last December approved a landfill work in Henoko area in the prefecture's Nago city for a replacement facility for the U.S. Futenma airbase which located in a crowded residential area in Ginowan city, but Onaga, who will assume the post in December, said he will set up a panel to review Nakaima's landfill decision.

Abe's ruling LDP has expressed disappointment after the election outcome released with the party's Election Chief Toshimitsu Motegi commentate the result a "harsh outcome."

But he added that "the danger of Futenma has to be removed, and the government and the ruling parties intend to proceed with the plan."

Foreign Minister Fumio Kishida also said that the relocation of the Futenma airbase is the only solution and the government will try to gain more supports from local people.

"The government will carry the plan out according to law," Chief Cabinet Secretary Yoshihide Suga told a press briefing Monday.

An extra by the Okinawa Times said that the future focus on the relocation issue will be how the U.S. and Japanese governments deal with the public will in Okinawa and how the local government handle with new measures by the United States and Japan.
