MOSCOW, Jan. 14 (Xinhua) -- Russian State Duma, or the lower house of the parliament, on Friday approved the new strategic arms reduction treaty (START) with the United States in the second of three readings.

Earlier in the day, Russian deputies have already approved amendments to the ratification bill that set grounds for Moscow's withdrawal should Washington violate the new START.
